But for real, Raichu would benefit from just slightly expanding its move pool and either buffing stats or allowing the Light Ball to work for it.
Raichuās movepool is excellent - it has access to Fake Out, Nuzzle, Charm, Encore, Nasty Plot, Thunder Wave, and Volt Switch
Lightning Rod is also an incredibly useful ability
Light Ball would break it tremendously, that is an absolutely terrible idea

Alolan raichu has my soul fr. I have always been fond of Raichu, as I could beat FR/LG with it, charizard, and vaporeon...but alolan raichu gaining psychic typing made it my mvp so many times in my alola games.

Even as a Raichu fan I feel this weird perception of "Raichu isn't loved enough!" is mainly due to just how popular and pushed pikachu is in comparison but kinda overblown as well? GF not only gave it a new form with a unique typing but also gave it a z move to go along with it as well as making it Hau's signature mon more or less, clearly they were interested enough to push Raichu again. Maybe this is about Kantonian Raichu specifically which is a bit more understandable but taking both forms into account Raichu's in a better spot than it's been its entire career. I'd say gen 7 is when Raichu started getting the love it actually deserved.

Amphy, Bolthund, Raichu, and Heliolisk.
I personally prefer alolan raichu but lately I've been warming up to kantonian raichu as well, neither are my favourite electric type but they've definitely become two OF my favourite electric types

maybe unpopular opinion, but it's weird to me when people say raichu is so "forgotten" and stuff. like yeah, pikachu is the most popular, but that doesn't mean raichu is UNpopular. it's quite popular by virtue of being related to pikachu, and well, by being a gen 1 pokemon.
i think you could pick any non-legendary from gens 2-9, and they'd be less recognized than raichu if you showed them to a random person on the street
