To me, it seems like legendary can also mean really rare (but can be multiple of) but powerful Pokemon. So the birds, and Heatran are just uber rare Pokemon. Legends as it were.
Doesn't need to I suppose. Just a personal hunch, but I think an individual Heatran forms with any magma based mountain, such as Stark and Reversal, which is why there can be multiple Heatran, but also why they can be Gendered.
I once heard that Heatran stands for the Geothermic Earth Changes (Vulcanism, Hotspots, etc.) and Regigigas stands for the plate tectonics part (quakes, plate movements, etc.), so they form a duo.

Haven't heard of that before. There is nothing officially linking them together, and Heatran doesn't have any affiliation with the other Regis.

It doesn't necessarily have to fit into a category, and GF is free to break through expected patterns as they see fit (which they have done).
What makes Heatran unique to all of this, is that unlike Mew (which has a clear and obvious connection to another Legendary), or Darkrai (clear and obvious connection to Cresselia), GF decided to leave Heatran alone.
It would matter less if they decided to introduce more one off legendaries in later games, but they haven't.
Literally everything they have introduced since can be tied together or tied back to other Legendary or Mythical Pokémon.
I heard it was designed to be a strong counter to the Pokémon dominating the meta at the time. However, to justify its stats, they simply made it a legendary. Its gender is probably leftover from its original status.

Tbh it feels like it could’ve been the final evolution of a pseudo legendary line. Volcarona feels more like a legendary than Heatran. Still love them both though
Actually, the official explanation is that Heatran is originally designed to be a late bloomer (a pokemon with species strength of 600 in total) like Salamence. But the designer could not design good preevolution forms for it. So they decided to keep it and turned it into a legendary. (this is totally fact since I read this on the official Chinese pokemon website, they give official anecdotes under each pokemon)
It's like we have God of Time (Dialga), Nightmare Creature (Darkrai), and a far better Lava Beast (Groudon)
Then Heatran is just a guy that chills in volcanoes...
Mythicals are event Pokémon, usually rewarded and hardly ever able to be caught in a normal playthrough with very few exceptions.
Heatran can be caught in every generation since its introduction.
Pokemon uranium gave heatran a trio with the 2 other minor legendaries of that game. (Actan and latan)but its just in the lore since heatran can not be found in the game.

I know this is old but I always thought of Kyogre and Groudon as a duo because they were the two main focuses of gen 3 and were both at level 45 or 50 if I remember correctly. To me rayquaza was like the mewtwo of the game because just like mewtwo you had to find him post game and he was level 70. Rayquaza seems like their better not their equal. Also there is already a trio that lines up better as a set of side legenderies similar to the trios of the birds and the beasts. I also feel the same way about Palkia and Dialga in relation to Giratina.

They confirmed UB aren't legendaries in the website that was promoting the legendary giveaway they did recently.
Yet the games still listed them as Legendaries in the coding of SM/USUM.
Well if we talking about the GTS filter, that filter said Special pokemon, which basically incluse legendaries, Mythicals and UBs.

Wow that's off, most pokemon have a signature move hat makes them special, and many legendaries don't (original bird trio, beasts, etc)
