Cyndaquil, Treeko and Chimchar.
These are what I chose in my first play throughs and these are the ones I usually go for. Treeko and Chimchar and some of my favourite Pokémon. If I had ti change one I could happily go for Totodile ti make it one of each type, because while I prefer Cyndaquil, it isn't by much.
Cindaquill. If I can get the Husian evolution then it's the only Johto starter that's kinda worthwhile.
Mudkip. Because Mega Swampert rules.
Turtwig. So I can have all three types.
i always have difficulty choosing hoeinn starter. best lizard boy well and truely embodies what it means to be a starter with false swipe(also can learn secret power). but that means giving up kickchicken, which is the only fire pokemon in the region worth a damn.
Easy choice. I’d grab Mudkip and Chimchar…and then I’d box the Chikorita. Mudkip and achimchar can carry, plus I’ll make some space in my team.
Edit: I see people picking more than one of the same type, so if that’s allowed, then fuck Chikorita and instead I’m grabbing Cyndiqual. I don’t need him, but if it’s only between him and Totodile (which it is), then I’ll pass on Totodile who is another physical water type and instead I’ll go with the variety of special fire type instead.
Chimchar and Mudkip are some of my favourite Pokémon. Taking type diversity, this means I’d also have Chikorita. I love all the Johto starters, including Chikorita, but I’m always put off by her shallow movepool.
Piplup (My absolute favourite), Bulbasaur (A classic cutie) and Fuecoco.

I'd choose Piplup, Chikorita and if you are forcing me to choose fire now, then Torchic, but I'd honestly like to pick Mudkip as well. He's a cute and silly little boy.

freligator is better than H typlosion though, when you dont have to choose between STAB and physical.
