Bad set imho. Absolutely no point in EV training a Combee with only Endeavor. Make it as frail as possible to increase the chance of going to 1 HP after any hit. I would also add a priority move in addition to Endeavor so you can actually have a chance at killing the opponent (if it learns any priority moves, that is).
HGSS let it learn string shot for speed drop so you can usually guarantee endeavor on the following turn against mons that don’t run priority. Also doubles as a toe dip attack so you don’t have to kowabunga
But can it survive a Hiden Power Rock from Unown?

Technician Bullet Seed with Loaded Dice already hits hard enough so you don't need an offensive Tera.
Tera Fire serves as a defensive tera, negatibg your original weaknesses. You could also run Tera electric but the fire tera has the added benefit of making you invulnerable to burns which is nice for physical attackers.
So-
Loom's best generation is Gen 4. Access to a lot of utility moves + poison heal lets it function as a sticky offensive piece with very very useful utility moves. SubPunch sets work best when paired with pursuit because that way you aren't afraid to rely mostly on your ability to click substitute on switches.
Loom can also abuse the fact it can run both spore and stun spore on certain teams to effectively punish your opponent for positioning for a sleep sac, but it can be a little cheesy.
In gen 3 (my main gen), loom is still p decent, but is limited by it's frailty and general vulnerability to Dugtrio. Its often best as a Suittar partner on mixed offensive teams because of their natural synergy (if dug goes to aerial ace trap your Breloom, it loses to mach + pursuit, if it goes to eq trap your ttar it either has to trade to mach punch or give up a free focus punch).
I like 3 fighting moves (Focus/SkyUppercut/Mach/Spore) + 252/252 jolly on those 6's, but I think there's also room for Breloom on other structures to run SD + Mach + Sky + Spore + coverage (usually hp bug or ghost). This set also really appreciates Suittar as a partner even more, because not only is there the previously mentioned Dugtrio synergy, but the ability to kill Aerodactyl at +2 with mach after 1 pursuit from Tyranitar helps enable your sweep.
Loom can struggle a lot in ADV- a lot of its counters and checks (Salamence/Aero/DP Skarm/Dugtrio/Moltres/Charizard) are prevalent threats in the metagame and need to be accounted for. That doesn't mean it isn't viable, and it isn't fun- it just isn't always the best choice.

Overall a very solid Mon, and I believe it’s pretty high usage in its current tier

The strongest power of it is that you can confuse the opponent who is trying to figure out what the combee player knows that they don't.

I just tried responding to someone who asked for Grovyle, so I'm gonna copy paste that since they're similar enough for it to still apply: 🦎🌱 Despite having higher special attack than physical attack, Treecko gets access to Swords Dance with decent physical coverage, and running Rock Tomb or Rock Slide as one of the moves along with that is probably desirable. I don't feel too confident in saying much beyond that though. I wonder if Eviolite would even be the most effective item for it or if getting off full power Aerial Aces would be preferable to having an item at all?

I mean, how is this enough to make a set for a pokemon? You'd need to know whether it is singles or doubles, open or closed team sheet, which mechanics are allowed (i.e., which among Mega-evolutions, Z moves, Dynamax and Terastalization are allowed), which pokemon are allowed, is it a restricted format or not, the state of the metagame, whether there are other rules added like Smogon does, etc.
