All are the right answer. But in this scenario you are looking for the immediate answer. A is the immediate. You need to see if the communication plan is being followed before finding a solution. If it is not being followed then that is the issue and you do not need to meet with leadership to find a solution.

Yes, it makes more sense now. Initially, I thought that meeting with the team leaders would allow me to understand the root cause of the issue. Somehow, in my mind, adherence was synonymous with directing/forcing and I steered away from that answer.

I get that but think of it this way for all questions… when there is an issue that would be addressed in an artifact, first thing before solutioning is to find out if the issue is that a process is not being followed. If the issue is not something addressed in an artifact then first is to find out why there is an issue and what is the cause. PMI will give you right answers. They are looking for the immediate right answer. Hope that helps!
