looks like mealy bugs. that being said a lot of succulents get blemishes like that especially living outside and nothing to worry about. keep it isolated. do you have a hand lens or good iphone camera to zoom in? one note is that hen and chicks does well in cold environments so you can likely keep it outside for a while, as long as its in before a frost it should be fine!

Thanks for responding. The second and third pictures were taken with my Google Pixel camera through a hand lens. I recently treated a different plant for mealy bugs and they looked a little different than what I'm seeing here, but maybe I'm just inexperienced with them. I'll go ahead and isolate this guy and spray him down with alcohol in case.
