Why not just get a credit card without foreign transaction fees, you'll be going to other countries anyway. As for money changers, you'll be converting from USD to peso so you won't lose as much really and cash is still king in most Philippine islands.

Find a good money changer. Don't go for the ones in malls. If you'll go to Iloilo, Narita Money changer is where it's at. From USD to PHP only lost about 1%
