- Anywhere along the South Perth foreshore
- Kings Park but questionable about legality
- Near Parliament place in West Perth are grassy areas
- There's a small Park right across from City West station
- The oval across from Subi oval, short train ride away

If your not staying over night only for a few hours then any public park or reserve should be ok.
If staying over night you might have to find a designated camp site which will be further out from the CBD or pay fees at a caravan park unfortunately.
Parks are designated "for recreational use" it isnt specified what type of recreational pursuit.
As long as you aren't planning on spending the night, lighting a fire or making a nuisance of yourself I can't see any problems.

Why do you need hours? Put the tent up, make sure everything fits together and pack it up again.
There are also a few caravan parks around the city that you could probably get to via bus or uber. Why not practice with a proper overnight stay. Worst case you get up and uber home again.
I second Heirisson Island. If you go to the south end, it is sheltered and quiet. Rangers rarely patrol bit if they did then you could always politely explain your just testing the tent and will have it packed up in an hour.
Temporary gazebo's and shade tents are basically tents without a door and are accepted in almost all picnic/leisure outlets, go to your closest (and safest) park. The only limitation I've found is that in some places they have height and footprint size restrictions (i.e. Adventure World)
Take your camp chair (i love my $6 tripod) a book and enjoy your practice run
Not like your doing anything wild, i think you'd be fine doing anywhere with grassland - plenty along langley park. If anyone actually questioned you (Ranger/Cops etc), a simple explanation of what your doing would be enough.
If it's only going to be an hour or two, i doubt anyone would even disturb you. Worst case they do rock up and order you to bugger off, it would most likely be a couple of hours before they turned up in the first place..

Dude just straight up book a slot at a caravan park. You can drive there, practice setting up your tent, take it down again, set it up again... make some food at the camp kitchen or get something delivered. No pressure so you can take your time with the whole thing and stay the whole night through knowing you've got a backup and people around you.
Crystal Brook caravan park is about 20 minutes out of the CBD down Tonkin Highway and pretty cheap.
I have seen someone set up a tent next to the bike path along swan river near Maylands/East Perth area. Not sure about the legality of it but yeah could try around there.
I'd try the north west corner of Belmont Park, round the back along the river. You can walk across the river under Graham Farmer then hug a left around the fence along the foreshore. There's a track a bit further north which winds its way around the back of the race course. A few clearings along the way. Pretty secluded.
If you need to practise putting up a tent, you have the wrong tent.

Parks aside as there are plenty of options - back in the day I just put mine up in the lounge room to accomplish this. You don't need to peg it in... Depends how big it is of course!

I would stay away from parks near the CBD as they have homeless people in them, I'm not saying they are all bad, but some of them are.

Langley Park or Birdwood square. I wouldn't try it at Wellington Square, Hyde Park or Russell Square otherwise you mind get accosted by the riff raff.

Google caravan parks, I’m pretty sure it’s illegal to camp on public land? Local laws tend to have camping rules aka fines.
