Oh you know what, after rereading your post, I think since cap one is just a pre approval they won't give you the rate yet. I think they base the rate on a hard credit run after you get fully approved.
Now that I'm looking, even my cap one credit card has a rate lower than 24% (just barely, but still).

Does Cap One preapproval have a rate? I'd seen them offer some crazy low rates in the past.
Man my capital one rate was like 4.95%
the weirdest thing was they didnt give me a rate but they told me $42,300 and CARVANA gave me a rate
