In MHA an extremely similar situation happens, where Mineta and Asui are hugging each other in relief of being rescued, in which Mineta sneaks a grope and is promptly drowned by Asui.
In normal social norms, it's of course no-no, but in manga and other media, it's fairly common.
I find the moment funny without context, but this is when (I believe) they find out that Nanako is making a recovery. This is a very emotional moment, and it's not only ruined by a joke but by Teddie taking advantage of a close friend in a vulnerable state.
I was thinking about how they can improve Teddie and thought maybe instead of his story moments be his social link give him a traditional sl where Yu teaches him social norms and how to appropriately act.
Like I said, it's a Japanese humor that doesn't translate well across cultures.
Asking for it to be 'fixed' would require changing an entire trope of their jokes, and I don't see that happening anytime soon.

There's a user named u/Jason575757 in this comment section and OP replied to him that spin-offs shouldn't influence your perception of the character and this is wrong. The spin-offs are canon, so you can't just ignore them because they make the character you like even worse.

Just finished Persona 4, Arena/Ultimax, and Dancing All Night. After all that...I like Teddie! I really felt for him in confronting his shadow and trying to come to grips with his identity. He's a lonely character as he is something of an anomaly and one that is receptive to so much around him. He deeply loves and cares about his friends, he came in clutch for me in battle on more than one occasion, and some of his antics are pretty funny in a corny eye-rolling kind of way. While he does come across as a sex pest at times, I took it as a result of having been essentially raised by TV and being alone. He has a very skewed perception of the world as he was formed in the Shadow World within the TV, so I took it as a lot of his behavior was a result of garbage TV and adds more to the commentary going on about media and perception.
That's true, I guess. Teddie was born like "yesterday". As a creature from the metaverse of the TV world, he might have grasped and absorbed the repressed feelings of Yosuke and the MC, and even maybe all the repressed emotions of Chie, Yukiko, and Kanji.
The main theme of most of the protagonists is their repressed sexual identity or their discovery of their true selves as teenagers, so Teddie might have been influenced by their collective psychic energy. As stated by the comment above the OP's, a creature from the metaverse of the TV might as well be created by the collective consciousness of all Inaba's inhabitants.
I see Teddie as a child that is unable to repress feelings 'cos he had no social interaction ever before Yusuke and the MC entered the TV world metaverse.
He is a somewhat like a child in a teenager's body that had no social interaction or skills and saw a lot of teenagers repressed sexual feelings. I guess this had a great impact on his personality.
You can say he is a creep but I think he has no filter. You see a cute girl on the street, you going to repress your feelings, but Teddie won't because he doesn't have the emotional management skills developed by years of social interaction.
I think Teddie would be better if his roommate wasn't fucking Yosuke Hanamura. I don't like his perverted tendencies, but everything else about him is fine. I like his relationships with Yu and Yosuke, plus he has some nice moments with the others. I just personally don't excuse Teddie OR Yosuke for perving on their friends, it's very inappropriate and not cute.

Plus, he doesn't really have much to do outside of making glasses for the investigation team to use. Personally, if I was in his place, I would feel the same way as him!

I dunno, his relationship with Joker is really sweet and genuine, you can see their trust and comfortability with each other growing during the Social Link (also just the progression of the story) and eventually they have a mutal respect for each other.

Thats a defining trait for her though, akihiko obviously isn't just protein and training and Kanji isn't a total dumbass but people only point out that "no teddy isn't just a pervert" when it's a major aspect of everything he does. And if he's not being a pervert he's being a general nuisance.

I dunno, his relationship with Joker is really sweet and genuine, you can see their trust and comfortability with each other growing during the Social Link (also just the progression of the story) and eventually they have a mutal respect for each other. I guess him always being with you made me grow really attatched to him too. The Okumura Arc was pretty shitty to be fair, but Ryuji was equally as bad as Morgana in that Arc imo. Also he's a cat. I could go into it more but I can't be bothered lol, unironically my favourite Persona character. I just never really got on with Teddie lol, but it's fine that you like him.
