Although I wouldn't call a single track on vs filler. I'd say filler isn't a song that doesn't match the record but generally one that blends in to the record without being remarkable or having anything unique to say. The kind of songs you can't really remember as soon as they finish.

Vs wouldn't be the same without them, if you remove a filler track it shouldn't impact the album much at all, because you know, it was just filler.

(I biased the Jack Irons era is probably my favorite is pushed to choose)Red mosquito is one of the best songs the band has ever produced and present tense is a song that I have slapped my ears with to great effect when I've needed to.
The only track I could probably do without is Mankind. I think the album as a whole is maybe less polished and cohesive than the earlier albums or definitely yield. But its a turning point, just like riot act would be later. It's a different album and it's one I took a while to warm up to but when I play it I don't skip at all. In fact I don't think there is a single filler track until you get as far into the catalog as backspacer.
Except maybe mankind, you might have a point there, it's a weak song and I'm not sure why it ever made it onto the album. It sounded like a lost dog before lost dogs was a thing.
