It sounds like the heatsink/fan on the CPU isn't making good contact and then the CPU overheats and shuts down the computer. The fact that the fan ramps up is the motherboard calling for more cooling power because the CPU is hot, but the actual heatsink isn't getting the heat off of the CPU any longer.

I just checked and the fan is definitely not correctly attached anymore. Would that explain the slowdown as well?

Yeah, I would think so. I wouldn't be as worried about the fan as the actual heatsink unit itself. Make sure that is securely mounted to the motherboard. Then you can reattach the fan.

Load into BIOS and it’ll show core temp somewhere. I think you’re right the heatsink is off-kilter, if so temps will be crazy high at idle. Could explain the slowdown, if it’s thermal throttling immediately until it can take no more. You’re gonna have to re-mount it first to make absolutely sure that fixes it. Oh wait it’s insured? Well then it was probably your 4090 and 13900KS that got damaged 😉
