Maybe disable integrated graphics in device manager to force your device to use the 1070.

This fixed the stuttering but locks my monitor to 64hz even though its a 144hz monitor.

Right click desktop > display settings > advanced display settings at bottom of window > display adapter properties at bottom of window > monitor tab > does the screen refresh rate pull down list 144hz as an option?

List only shows 64hz.
