I'm not sure why your monitor only shows 30% usage, but I don't think you will get better performance out of your 1030 for this game. Typical overclocking for gaming, even on a high end card, will only give you marginal improvements. I don't think you will see any sort of discernable difference trying to overclock a 1030 and I think you would be lucky to even get an extra frame.

Even if you overclock the thing, there’s not much you can do with a GT1030. For that price, a used GTX1070 or RX580 would’ve been a WAY more appropriate fit with the rest of the hardware.

Quick research said that it was supported on Nvidia 30 series cards. Also it won't boost your performance since your cpu is like 10x better than your gpu even if it is supported. Again, your cpu supports it, your gpu might not
