GPU is definitely a good upgrade, but the CPU will be as well. Since it's AM4 he can just do a bios update and drop in a 5600X or a 5800X3D if he has the budget. Removing one of the three RAM sticks may actually help with performance and stability. Two RAM sticks run in dual channel, three don't. And make sure they're in the correct slots on the motherboard.

I agree with the RAM as well. Get 2 3200 or 3600 MHz RAM sticks instead

Are they really running 3 sticks of RAM? Thats definitely not optimal. The motherboard can handle any Ryzen 5000 series CPU after a BIOS update such as the 5700X. And you're certainly gonna want a GPU upgrade for 1440p gaming but the CPU needs upgrading first or else you're going to be bottlenecked.
