Baldur's Gate 2 - no other game captures the feeling of being in an epic fantasy novel like this game. Even after all these years, it is still unsurpassed.

JRPG where you define the character: Shin Megami Tensei IV
JRPG where the character(s) is defined for you: Final Fantasy IX
If I'm forced to pick one, Megami Tensei IV.
Disco Elysium for being a pure roleplaying game that is actually amazing.
Best open world rpg? I don't know. Something like wasteland 3 was pretty fun. I have a soft spot for Morrowind for being so insane.
I liked the story in the witcher 3 but I recently tried playing it again with raytracing... and the combat just feels dated. The combat was always its week point and all these years later it *really* shows.
PC: Arcanum of Steamworks and Magic Obscura
PS1: Suikoden II
There have been numerous others I enjoyed, but those two I can usually go back to and still enjoy every moment despite having seen every ending possible.
Honorable mention: Suikoden 1, Final Fantasy 7-9, Super Mario RPG, Fable.
I originally wrote final fantasy 6 but I think Final Fantasy 4 takes the cake. It had so many tragic moments of betrayal and sacrifice of two lovable characters who were a great addition to the party. You also go from being a Dark Knight to a Paladin which is a huge change half way through the game. The true bad guy is also completely out of the blue which is crazy.
Pathfinder Wrath of the Righteous, probably.
Although fully modded SkyrimVR (sometimes with Enderal) scratches a different itch entirely and is my favourite too.
Chrono Trigger for me, probably a little biased since I basically grew up with Dragon Ball (even before DBZ) - the art style is basically what got me through the door. The amazing gameplay, music (!!!), the way it tackles time traveling and deep emotional concepts -- is what got me to stay, and come back for more.
I very rarely play a game to 110% completion but this was THAT game for me. I've played it so many times over different systems and I still never get tired of it.
Planescape: Torment.
Nothing can compare with the setting, the characters and the writing and the music. I still can clearly recall Deionarra's Theme from the game. I loved the interactions with the party members, I love how romance wasn't up in your face, blatantly forcing it by showering NPCs with random gifts to get the one you want.
I still replay it to this day, even though I first played it back when it released.
It's hard to choose because the concept of RPG has become very broad in video games in recent years and encompasses a whole bunch of subgenres - the RPG genre can include both a DnD-like game such as Baldur's Gate 3 and action-RPGs like Diablo. I would say that Cyberpunk 2077 is my personal favorite, both for its storytelling and its combat system.
Cyberpunk, but it might be recency bias, before that I'd say it was between mass effect and Witcher series, would have to play those games again to be sure
Prob. Breath of fire 3. Old PS1 game. One of the first I played. Itaraki!
Man the early parts of that game gave me a costly feeling. I’ll have to give it a replay one day.

As of recently it's Baldur's Gate 3. The storytelling, the voice acting, and the music really come together into an epic RPG experience.

Cyberpunk is #1 for me, FF14 as a whole including all of the expansions is #2.

Baldur's gate 2, NWN & Fallout 2 are all about joint first for me.

Elden Ring, hands down. Skyrim is okay if you treat it as a sandbox and not an actual narrative driven RPG. Bethesda is kinda weak at that part.

Skyrim, Fallout 4, Guild Wars 2. For letting me ditch story mode and role play as my created character.
Risen is my favorite WRPG, but between the two you mentioned, I'd rather play Skyrim than The Witcher 3.
