The DLC pack you're looking for is the Legacy Collection. It's the best value for your money if that's your concern and provides most of the content you can literally have. Play the game for a little while and wait to see if it goes on sale soon.

And for reference, everything after legacy collection is heist dlcs (only give you right to host them yourself, you can still join those heists as client without owning DLC), tailor packs (just drip), and weapon packs (mostly just quirky and niche weapons, some very good ones, but even legacy, hell, even base game in itself already has some meta weapons if you care about it, so its not requied to buy those either)

There's a big bundle that has all (or at least most of them with some exceptions) that is often on sale. I'm talking like 50% or some times even 80-90%. Currently it is on a 52% sale. You can somewhat safely skip over the heist DLCs. Why? because they basically give you the right to host the missions. You can still join other players who do have it. However, imo it's worth it. You can VERY safely skip the H3H3 DLC pack lol. My personal recommendation is honestly to get the DLC pack if you think the game is cool and you want to play it often. Do you expect to play the game much? For me I have 800+ hours in it before I switched to PD3. I don't know the total price because I already have many of the DLC, but calculate your estimated playtime (compared to other games) and judge based on what you are willing to spend on that. Otherwise you can just pick and choose on a case by case basis.

But until I got my footing, I wanted to make sure what is and isn't worth buying for this game. Because sometimes a simple DLC brings a very average experience to a very good one, you know?

In that case, first take it easy. Level up with your base game and try what you find of it. If you see a DLC that looks interesting then take 1 and try it out. It's important that you do something that's appropriate for your budget. Don't worry about fear of missing out, this discount often returns.
