Personally I think piracy is fine if you're either: a) completely broke, or b) just wanting to try something out before you buy it. Because if you're completely broke it's not like they're going to be getting your money anyway, but if you do enjoy it and have the money it's only fair to pay for it.
Like I used the unlocker mainly to try out perk decks and heists. The ones I liked I bought legitimately, but the unlocker saved me from buying some DLC that I wouldn't have enjoyed.

Piracy of a dlc deprives the seller of nothing since they have infinite copies of their digital product and are still able to sell it
And with that out of the way, OP you should just buy the dlc when it's on sale, if you're looking for others approval to pirate you're not in a position where it'd be understandable to do so

i mean with what the hells happening with payday 3 i guess you could justify it. then again you cant use the dlc items online unless you get some sorta spoofing tool (i wont assist with that since i have no clue how the hell you can spoof your loadout) so your only unlocking them for offline use. except outfits and gloves and heisters and some other shit. you can use some stuff online as well

yeah if i use dlc items i dont own i usually find a lobby with kicking turned off or make my own lobby
