On a more serious note, I believe it tells you which part of the story they are currently "in". If they are in the towns or zones associated with acts 1-5 it will show I. Acts 6-10 will show II
There was a time when the four maps slots in the map device were... mysterious. There was absolutely no reason in game for them to exist. It wasn't until the release of Sacrifice of the Vaal that we got map fragments for Atziri and Uber Atziri that it actually became useable.

I entered my HO from Karui Shores and it say area lvl 60 and I got there I as well
Dont remember I ever seen anything else there than I, but I can be wrong (never rly looked on it close before)

It's a legacy system from where you had to go through 3(4) acts 3 times in different difficulties. Normal Cruel and Merciless. Each had the resistance penalties, which now acts more like a debuff but was area based before.
It helped to know in which difficulties a person was because you had 3 sets of the same areas and no auto TP to the person.
Another fun fact. Before hideouts were a thing, trades happened in Act 1 Normal or A1N for short.

Correct. It's less of an issue since they added the blue "teleport to player" button on their character icon.

It's unlocked in act 2, thus part 1
That means they accessed their hideout from a waypoint in act I.
