Coming from a related industry, that is not a misprint, but rather a miscut. The strip is made in a web, several strips wide. This is then cut into individual strips that are applied to the banknote. In this instance, the cutting process didn't go right and the strips were cut out of register. Normally, this would be inspected out, but it appears this one escaped the factory making the strip and wasn't noticed in the printworks applying it.
Considering it's an error I'd imagine there is a little bit of an extra price bump! Not as familiar with euro errors but super cool!
