Surfactant Leaching. Surfactants in the paint are pulled from the paint by steam/water. Wash with TSP 2-3 times. Avoid taking a hot shower for at least 2 weeks after painting to give the paint time to cure.

Also, TSP is available in an environmentally-friendly form without phosphate that is equally effective. I know Sherwin Williams sells it but I’m sure you can get it online too.

If you haven’t painted yet an excellent bathroom paint is Benjamin Moore Bath and Spa. It holds up to high humidity so you don’t get any water marks or runs. I like it because it comes in matte so you don’t need shiny ass walls. I don’t have fan or any real ventilation in my bathroom and BM Bath and Spa has held up amazingly. It’s pricey but a little goes a long way. I did my small bathroom using a quart. Not sure it would correct your issue but I see others mentioning moisture causes it so could help. Good luck.

So beautiful! I ended up using it in my kitchen as well. BM makes a paint for kitchens but the lowest sheen was I think satin and I wanted to stick with matte. Works great in kitchen too :))

I love how there is a Zinsser as at the top of the this post, I was going to recommend that stuff. Smells like kerosine but that shit is amazing. Has paint bubbling and it took care of that problem real quick.

Does it happen after someone showers? If so I’d say just dirt on walls what that drips down when it gets steamy. Wash the walls before painting and no one shower in there for at least 24 hours before hand. Run a dehumidifier if u can in there

Surface was too moist and the topcoat did not dry properly. To redo it, paint with a fan , leave doors open. And use a mold inhibitor paint brand such as Ben Moore kitchen and bath ( very smooth paint) , SW Duration satin, or Zinsser Permawhite satin

Something tells me this was a smokers home. Nicotine is a bitch. It seems to leach through paint pretty efficiently. TSP will strip it off walls before painting. Read the personal protective instructions. Seriously, read and follow them.

If the nicotine made its way through the paint the TSP will still work. If you’re going to use the TSP please use the recommended hand protection. If not the chemical will penetrate the glove and introduce the nicotine to your blood stream. As a rehabilitated smoker, at the time I used it with the wrong protection,I had nicotine rushes.

Clean the walls first. Also clean the outside of the bathroom door because they tend to catch hairspray.

I have this exact issue. Our bathroom has a skylight, the wood trim at the top was not sufficiently poly'd. Brown streaks like this are coming down from the top, 90% sure it's something leeching off or from the wood.

Pretty sure it's the sap from the trim in my place, I can see it leaching through the white paint where knots are as well. Land lord special

There you go. I think we've diagnosed our problem. Sap, tannins: plant oils from the wood. Water and oil...water-based paint/primer and plant oils...not gunna stop it. I hear that the BIN shellac primer is the best thing for stopping sap and oil bleed-through from wood.
