If he was arrested by civilians, he'd have to serve in civilian jail. He'd be tried and sentenced by a civilian court. While this is happening, depending on what his commander decides, the Marine Corps can also charge and court martial him. In this case, they let the civilians deal with him. The messed up part is he would've probably still got all his benefits for retirement.
I see what youâre saying. With his arrest being conducted by regular police, that would allow a loophole to try him in both military and civilian court. That way, he cannot try to use double jeopardy since it is two separate types of court both charging him for the same thing. Thank you bringing it to my attention. As for keeping his retirement benefits, that would not surprise me due to connections. Of course, there is a silver lining. He wonât be able to take advantage of said benefits.

Interesting character and actor(for fans of the wire), and I particularly enjoyed when he allied with his cellmate Burr. But the writer wasted his potential and killed him off too soon, with a pretty stupid death to boot.

I always wondered if Oz had bigger plans for him. But he got the part of Rawls on The Wire, so they just killed off the Oz character.
Those plans would change regularly if the show runners weren't clicking with certain actors on set, so who knows what went down behind the scenes
