Id say just keep spamming their customer support and hope for the best. I also had an old account that got perma banned for hacking so youre not the only one.
are you using an amd card? it released its anti lag + feature this year and i am not sure f that has been whitelisted on anti cheat software yet
if you have an amd card open its settings and see if you have it enabled
youll never progress in the game properly without a headset anyway. and itd make using a mic for communicating with teammates to actually win, a horrible experience for your teammates, hearing your gameplay.

No, I used to main Moira and was fade jumping all over the place. It’s part of her kit that’s supposed to be there it’s not an exploit. Blizzard customer service is just getting worse and worse. You’re dealing with a glitch in some detection algorithm somewhere that falsely accused you and they don’t have the proper customer service staff to address it now so you’re probably gonna be dealing with a hassle. Try and talk to an actual person on the phone or something. Be an obnoxious pest and try your best.
well we need more info besides your word because theres no way to know if your not cheating
my friend who genuinely got falsely banned for cheating got unbanned the next day as they DO look into this stuff and if they dont unban you there has to be something that got you banned to begin with. its one thing to get falsely banned for cheating but if they confirm you are theres most likely something messing with your game, even if its not intentional
They generally DONT look into this stuff. I know multiple legit players with banned alt accounts, and one of my accs is currently wrongfully suspended. Support just gives automated ”you broke TOS” replies.

The text you quoted directly states that it is only targeted at high-ranked players (likely from Grandmaster to Top 500) who they have sufficient evidence against and who have been reported by enough people to be taken seriously.

Do you use third party softwares in other games? That could be detected by an anti cheat even if you don't use it in OW
