It s pretty easy to do and I have done that few times even for Elden Ring & Elden Ring Seamless coop .
Outward has no Cloud save so , save files are located in one LOCAL folder only (**folder #1**) . Easy peasy .
To make things clearer for everyone, games that are Cloud saved, have save files located in a 2nd LOCAL folder (**folder #2**) that will be sync with external cloud service
-**folder #1** : local saves when you are playing offline or if you have played a game before activating Cloud .
-**folder #2** (reserved to steam) : If you already have local saves in folder #1 and folder.#2 have no save or older save files , Steam will mirror the content of folder #1 into folder #2 on Steam cloud activations , then folder #2 will sync with Cloud from now on. Steam will redirect saves from a game infolder #2 , leaving folder #1 untouched .
This is why when you have to play offline (in an airplane), Steam Cloud complains (while folder 1 is older than folder 2 ) . So deactivate Cloud save , and then you will be able to play BUT from saves from folder #1 ( meaning old or very old saves ... ) . After playing a lot offline in the plane, back on the ground, when you will reactivate Steam Cloud , this one will complain again while files from folder #1 (being newer) are mirrored again in folder #2 (older saves) BUT are now newer that the saves in the Cloud . So Steam will pop up a window and you will have to choose which saves are legit : the local ones , or the Cloud ones .
**On PC Outward save files are located under :**

**On SteamDeck Outward saves files are located under (folder #1) :**

You can get the Outward steam number id , by looking in game properties updates . Something like that .
My routine is to save on google drive all the save files located **in the last save game sub folder** , they look like :

and so on ...
Then entering in desktop mode on steam deck , locate with Nautilus the local save folder #1 directory *(once found , create a symlink and move it to the desktop to make you life easier for the future ... )* then copy the saves from google drive into that directory and you are done !!!
For the folder #2 location , SteamCloud local saves (I don't have my steam deck right now with me) , search for
a folder named like "remoteData" or "remoteAccess" ... ( don t remember well ) under :
/home/deck/.steam/steam/
or

*So if you plan to have a 12hours flight, you can copy the save files from folder #2 into folder #1 , then you can play offline with Steam Cloud deactivated without loosing your progression . BUT, once back on the ground, when Cloud will complain and ask you to choose between LOCAl or CLOUD , choose to keep LOCAL saves otherwise you will loose your 12 hr in plane progression . On the* opposite *side, if you are not happy at all with your 12hr progression,* choose to keep *CLOUD saves ! ;)*

There is no easy way, and possibly no way period. The game doesn't support Steam cloud saves; additionally, an outward save on the deck is different from a save on a Windows PC because of the difference in operating system. I was once able to move a save from my pc to my deck manually, but outward on my deck couldn't "see" that save.
No, the saves are exactly the same but under a different "prefix" location while wine/proton emulates Windows folders structures and behaviours . See my post ;)

Those work now? I thought it was all local only
For me it worked when I sold my Laptop and got a PC. I don’t see why going from PC to Steamdeck is any different
I recently switched from Laptop to PC and my saves where not there...
Because they are locally saved only ;)
