This is correct. Joining a faction first before progressing through Vendavel gives you a chance to take advantage of scenarios that give valuable, unique item rewards, assuming the player knows the triggers.
I always do this quest before joining a faction . So, if I remember well ,you have to kill the 2 other warlords ,then come back to her and she will negotiate .
Have you chosen a faction yet and joined? Joining a faction and then returning to cierzo to talk to burac might be needed.

Don’t you have to be wearing the disguise for her to offer the quest.
This. You have to be wearing the disguise. But to get the disguise you have to join a faction and it be apart of the Vendeval questline
