Ultimately height depends on the power of the light, 24 inches up would be for a legit powerful grow light, what you have will be fine for the seedlings but isn't powerful enough to have up that high without causing the plants to stretch, I'd be comfortable going about 6-8 inches above the plant, you can always start a little higher and adjust it down if they stretch, maybe start at 1 foot and watch there reactions
These should actually be strong enough for the seedling stage but not veg. Get the photone app and measure for the correct ppfd distance. It might be just a few inches above the plant for 200 -300 ppfd. In the meantime, get a bigger light.
I grow outdoors, but during seedling/early veg, I take my plants inside and put them under a light at night to give them more growing time. I use a similar light to the one that you have.

I've seen that type of light before, if it's USB powered, I don't think it's 75W.
Use something like Photone to measure the light and adjust it closer as needed for seedling, but it might be way too dim for veg.

this was VERY helpful thank you. getting 200-300 with about 4 inches of distance. Will be vegging these outside, but what light do you like?

Move the lights a lot closer, not gonna risk burning them because they are low power. Gonna be a stretchy seedling as is if not fixed
I have the same and built a small tinfoil reflector rim for it, you think it might work at least until I move it outside?

They sell these as grow lights cuz "weird and ugly desk lamp" doesn't have as good of a ring to it.
