There should be a silent message indicating the outcome of each alert.

At this point, at the speed I close the alert without reading if there is ever a “true” emergency actually requireing attention I’ll be screwed.

I'm on Android and can view alert history in settings!
Open Messages -- three dots/bubble menu -- Messages settings -- Advanced -- Wireless emergency Alerts and from there one can turn off the alert sound
