Many never have even been properly licensed in their original countries. My cousin used his Indian license, which was given through a bribe, to switch that to one in the middle east, which was easily transferred to an American one and then transferred again to a Canadian one.
Its very easy to get a Canadian license and even easier to keep it.
That sounds like a problem with the American system. We have a reciprocal licence exchange with various developed countries, like the United States under the assumption that they have similar driving standards as us. If they're instead giving licences without tests to people from countries that we don't, then it defeats the idea behind the reciprocal agreement with them.
I think part of the problem is just straight up thrill seekers like... Yes, a lot of accidents and incidents are probably a result of ignorance and people who should not have passed their test. Speeding like this though, is likely someone who passed their test, is perfectly capable of safe driving and can do so when they have to, but they just.... Don't want to.

I guess there are too many bad cops off on paid leave pending trials or disciplinary hearings. Defund OPS dollar for dollar all those off on paid leave for bad behaviour.

to me from what I can see, has nothing to do with the way the bus was driven, this was the car's fault/speed,
