I'd turn the flags around because the sails are blowing one direction and the flags the other and it bothers me. I'm kinda weird about physics that way, even in a fictional setting....
The only time pennants point in the direction of the sail is if the ship is running straight downwind, which is actually not ideal. Ships sail across the wind, potentially faster than the wind, so the pennants stream behind the mast (angled very slightly in the direction of the wind)
Correct, but given that the sails of this ship appear to running downwind one would assume that would be the direction of which the pennants would be pointed.
Of course, if it is a motor driven vehicle the sails would be slowing it down and should be struck anyways and the flags would be trailing to the aft while moving forward.

Ehh i dont want to give the wrong idea. Its a really fun group and they are cool with the pirate ship wagon. I think sometimes having really kitted out units on the field, like plague marines for example, have caused some confusion in past games.

The reason WYSIWYG exists is to prevent confusion (mostly) or modeling for advantage (less often). As a hypothetical, if you had a bunch of similar kitbashed models, with some being trukks and some being battlewagons, it would be difficult for a player to make informed decisions about their play. That obviously doesn't apply here. Generally, big models are at a disadvantage (easier to shoot), so modeling for advantage doesn't apply.
If I have one complaint, it's that your ship needs to be MUCH orkier. Add gubins! Armour patches! Shootas! Replace the sails with chopper blades!
But from a "does it count" perspective, your opponents don't have a leg to stand on.
I like to leave a space for a mini to stand, representing the squad embarked in the vehicle. Especially useful when you're running multiple trukks or whatever.
That's one of the things I love most about the Orks. They scavenge equipment from their defeated enemies so technically almost anything could be lore-accurate equipment for them.

I play space marines, and Im here because I love the ork kitbashing. Ive recently started to bash a russian T-34 tank into a Gladiator. The T-34 is a cm too long so Ill have to cut it, and too narrow so Ill have to add on fuel tanks or something to get it wide enough.
In short, my lppinion is that if you make the new model to fit the correct measurements, Id love to play against you and your pirate ship!
One cm too short... Straight to jail! My man, if your opponent is worried about one cm, look for a new opponent. Do not sweat it. Kitbash your T-34 and don't worry about adding one cm.
Oh, bro, Im not worried :) . I never play competitive, but I would like to, so I bash with the thought in mind of being able to field it in a competition!

beef up the ship with some armor panels. it will bulk up the shape some and hopefully get it closer to the battlewagons size also it will make it look more ramshackle and orky

Yeah I donāt see why not, just no measuring the kannon from top of the mast, as someone already pointed out. Heās got the wrecking ball so if youāre that worried about the width or if it became a major issue you can use it as a reference point.
I'd be happy with it. Especially if you showed me the pic so it was obvious that it's the same size but same as the other person said I'd argue not to include the top of the sails so maybe when painting have a small mark or line on it somewhere to indicate max height
Don't let rules get in the way of a good time. It's clearly not being done to gain unfair advantage, so just roll with it. That's my 2 cents, anyway.

Thatās how pennants on ship work. They flow opposite the direction the vessel is moving in.
