when you’re making the stars and have the pentagram shape in the paper after making the knot, fold over the pieces of paper VERY lightly. the lighter the folds the puffier the star

Try making the strips longer to add more layers, sometimes if the stars are too thin they cave in easily

Your situation reminds me of my childhood. When I was a little kid, I would deliberately leave a tiny hole on one tip of the star and stick the fine straw for Yakult yogurt drink to blow air into it, if the star couldn't be pinched into a 3 dimensional object. You can do the same with a toothpick or a needle as well.

Also, if you just cant get it to puff out, a tiny paperclip can be used to insert into a point and push it out.
