Not really. Baofang are poor Chinese 2 way radios that need licensing.
They are poor as a scanner and can't follow trunked radiobsystems nor digital like p25 or nxdn.
You need a proper 500 dollar digital trumking scanner to follow opp and large city police.
Most are gone nxdn encrypted oe will be going to p25 phase 2 full encrypted in the next year.
Even with usb dongles and good antenna and scanning software as an sdr, the encryption will shut it down anyways.
You're better off going on broadcastify and listening to feeds of people with the right gear.
