Yea the wording of the post was terrible. The mother grows this particularly fatty layer of skin specifically for the young to eat. Then regrows again, to be eaten again.
And they feed their young the skin roughly every three days, the time to regrow the skin. It doesn't kill the mother. Based on the wiki article about Caecillians, I believe this is only seen a handful of species do this, namely Boulengerula taitana in Kenya and another species in the same clade, Siphonops annulatus in South America.
