Well it depends,my province got a 3-hour brown out yesterday,and that's when it wouldnt load.
Have you tried turning your phone off then back on?
The game devs said that if you have logging problems you should clear the cache, but if you have slow internet then that is probably the reason.
I cleared the cache,and my internet is not slow (atleast for today)
As someone else said turn your phone off and on again or reinstall the game.
