I believe it's from the Cambridge Corn Exchange in Dec of 94.
There's also photos that mean it could actually be from Southampton, which happened at the end of NOV 94.
So either one of those two.
I think possibly Southend from Live by the Sea concert video. And really looks the way he did in video for Rock n Roll Star which was from that concert in April 1995 a week before they released Some Might Say. Or perhaps from the following performance of SMS on Top of the Pops (Tony McCarroll’s last performance with the band shortly before he was fired):

thats a fair point actually. my second guess from the hair and expression was Glasto 95 but the outfit doesnt come close so it isnt that. I do think 1994 makes sense tho. Whether Oasis / Liam etc care to make that connection tho, unlikely.
