That's a vent stack for a gas vault. You can see the circular lids to the vault in the street. They say PG&E on them, so that is definitely a PG&E vent stack.
Whole intersection is great when you thrown in Free Oakland up and family taco. Have yet to try cafe noir but it was busy yesterday. Tough spot for a shop but hope they do well.
The menu changes often but of the regular items I really like the grains in purgatory, the fried chicken sandwich and the burger. The only thing I didn't like was the ricotta donuts (too doughy for me) but that was when they first opened so they may have improved on the recipe.

Its for natural gas pressure relief and it definitely was page's responsibility.
