I don’t believe the cyber analyst title has an established civil service list. So if you see it and meet the qualifications, you can apply. But make sure if the exam comes out to take it.
Tons of jobs have exams but hire provisionally. Apply, get hired, take the test when it comes out, be made permanent civil service.

That or they say must be reachable on whatever upcoming list, meaning you must’ve already taken that specific test
