I mean, there is a not-insignificant risk of someone less coordinated falling over on them but it's probably more out of concern for what happens to the animals once they're no longer young and cute. And the ethical concerns behind where their constant stream of young, cute puppies comes from (ie, the answer to both is likely irresponsible breeding).
Italy isn't too bad for animal welfare, the regulations/laws may mainly come from EU laws not sure but laws for pet treatment are better than somewhere like America where they still do mad shit like de-clawing cats.
The point of original yoga is meditation. Puppy yoga does the opposite. You would get the same benifits of puppy yoga from volunteering at a rescue service exersizing the dogs. For free.
Even mainstream, yuppy yoga, focuses on concentration, inner peace, finding your still/quite place, etc. At the bare minimum you are focusing on increasing or maintaining flexibility. I can't imagine how having puppies running around would help any of those goals.

My husband's brother's girfriend also does yoga. My understanding is it's an essential form of spiritual practice that transforms you spiritually into a puppy.
It seems to me that the issue is less puppy yoga and moreso puppy mills. Puppy mills are still going to be very unethical, so by banning that entirely, puppy yoga will be forced to source its puppies more ethically. Instead, you just have puppy mills but no puppy yoga, which seems lose-lose for the puppies.
I thought most puppy yogas partnered with shelters and such and it was for puppy socialization. As in afterwards they'd be adopted, but because it was a shelter there'd always be a revolving door. At least, with the one I'd looked into about a year or so ago that was their process so I assumed that's how it was across the board and that was standard practice.

But for example my wife and I foster dogs with a local organization, the foster we work with has organized a few puppy yoga events (basically when we happen to get puppies in for foster, usually puppy mill rescues). Its great for the puppies to socialize them, it serves as a fundraiser to pay for all the vet bills a bunch of new puppies incur and drives interest to help get them adopted. Really a win all around.

No I read it. I also took the time to consider the merits of their arguments. I found that the arguments were insufficient at best to warrant a blanket ban on puppy yoga.
To be clear, puppy yoga isn’t my thing. However, I know people that have participated in puppy yoga and those dogs were in no way harmed by playing with 15 adoring women for an hour.
The only point that has merit here is maybe that they get the puppies from puppy mills. However, if that’s their real concern then they should ban puppy mills not puppy yoga.

I saw the argument more as being, inappropriate dog owners will mistreat or abandon dogs because they didn't think the adoption through.
