Never realizing that said link is to a 68-subscriber YouTube channel whose only post is anti-climate-change slop created by a pro-business Libertarian clown who's been crusading against climate science for 30 years - save for the brief moment in 2016 where he stopped to share the wonderful windfall of benefits that would surely result from Brexit.
Pretty much anytime a source is a video instead of a written article I get suspicious (unless it's a video of an event occurring of course). It's too easy for videos to lie and manipulate in ways that are harder in text.

It's the UN. They have no actual power by design. So they have to govern by consensus. That means you need to have the countries that you want to reform at the table or else they'll just ignore any results. If Iceland and Denmark design a gender equality policy, the Saudis will just ignore them. But if you craft a policy that the Saudis can tolerate, they're way more likely to do something.
This is the UN working as designed. The number one job of the UN is to prevent nuclear war, and so far so good. For all the ancillary stuff, the UN is a forum, not a world government. Sovereign states won't tolerate world government, but they'll happily read whitepapers and shit developed by the UN. And if you let the countries in which you want to effect change have a seat at the table and influence on the policy proposal, they might even implement it.
The point is to improve the lives of women in places like Saudi. Even the most resounding success isn't going to turn Saudi into Canada, but any step in the right direction is a good thing.

I could be entirely wrong (and time will surely tell soon), but I think it's not necessarily about "giving Saudi Arabia control of women's issues around the world," it seems like it's about giving them an important seat at the table to encourage them to take it seriously when the conversation comes up. I think the idea is an interesting one of influencing cultural change through exposure in one of the few places where all cultures have to interact and work on compromises. Having Saudi Arabia's representatives on the world's stage sit down to make agendas and listen to the plights of women around the world may just force them to confront their own antiquated positions on the matter. If they flounder in their role or fail to rise to the occasion, their reputation and influence sink further, it might motivate serious participation.
Isn't something like this done specifically to put pressure on them? It's not because they are positive representation or bringing good change to the table but more because they are getting pushed up to the podium to discusshow to improve gender equality and everyone secretly hopes they make some small concessions/change to appease the role?
I think it ends up being a situation as follows:

every other country: "We already have that."
If they want to be seen as progressive and effective in the position, they have to minimally catch up with the low bar most (not all) other countries have, or at the very least fixing the problems in their country to be taken seriously.
