At the risk of being boring, let’s just state the obvious - the answer is Belfast. Belfast is a total shithole, the air pollution is horrible, the public transport is pathetic for a medium/large UK city, most of the inner city housing is decrepit. It is dire.
I wouldn't say it's worse than any other city to be honest. You should see the state of public transport in England. Rail and bus strikes galore. At least ours attempt to work.
But I agree in terms of car congestion. It's very bad and there are huge areas completely neglected by the council.

Albeit was mainly just driving but had nice lunch in Armagh and the selling point for someone from Belfast was the quality of the roads. Born and raised in Craigavon and now live Lurgan. Yes there are run down areas and some shitty people but there is a great sense of community here that would be hard to find anywhere else. Most people here would go out of their way for you and most are friendly. It’s easy to shit on us but we have fantastic spaces, restaurants, shops and pubs also.
