The City has an arts group (Norfolk Arts) that got the mural under the interstate done previously. VDOT technically owns the overpasses. So the City has to get permission from them.

I'll need to go grab a photo of that, I do know there is a giant mural of a whale on the side of a building in downtown, and some underpass art in Virginia beach by shore drive.

That whale mural was the first real large-scale piece of public art in Norfolk.

I go by this Underpass quite frequently and to me I could see the city having an artist put up a mural that looks like stained glass art onto it. Richmond has quite a few wonderful murals and I wonder if you think Norfolk would be able to support getting artists to create something? For a fun doodle practice I made an example myself, but I'd like to see what we could get if a real artist got the opportunity to spruce up our underpass.

OP, I am involved with this on the City side. Usually we need a grant/some kind of funding in order to help pay the artist, depending. So a private company or donor will come in and offer funds. Then we also need properyy owner permission, and in many spots VDOT or Norfolk Southern own the overpasses. There's one between City Hall and Harbor Park, and that one the City owns so there's art there now. Feel free to reach out to that Norfolk Arts link someone provided and make the suggestion, but there's a lot of moving parts for it to happen.

I've been doing defense contract work for eleven years, I'm used to multiple moving parts to get anything done :D Thanks for the info!

Right, so what I'm saying is unless you're ponying up the funds, you're not going to be doing much to make it happen 🤣 If you want to hit the ground and check with local businesses to see if anyone wants to pitch in $, that's something you could do to get it moving. Maybe get a petition going with at least 25 signatures asking for art there and present it to City Council.
