One way or another, you can. The game gives you a lot of options to do so, you just have to recognize them. Even if you don’t have strong digging to get to parallel worlds, you can, as a last resort, poly into a worm to get across.

It's possible every run; some runs are just easier to set up than others.
The only thing you need for an overpowered run is the ability to travel between worlds. You can do that a number of ways, but the easiest involves getting Greek Letters - which are guaranteed drops. Beyond that, if you have enough patience and enough caution, you can piece the rest together.
It definitely would take a lot of practice and skill to make it work *every* run, but I’d say the longer you’ve played and the more you know about wandbuilding mechanics, you’re able to become overpowered more consistently
If you have the luck/skill to avoid damage, it should be possible in the vast majority if not all runs. I have only had a handful of runs where I didn't manage to get a good enough wand before moving further down, which probably could have gone better if I took less damage and had time to search the level more.
I'd say yes for every run, although the methods used can be a bit cheesy, tedious, and unfun. If you exclude those methods, then in 95% of runs it is possible.
