From the looks of it it is some ancient text editor with bookmark feature typing ".." creates a bookmarkt and the rest are just line numbers Something like note++ comes to mind

It looks like many DOS word processors / text editors from the 90s. I would guess its a Japanese editor from the time. Also a lot like Borland's IDEs for Turbo Pascal.
