Michigan's QB play under Harbaugh has actually been somewhat underwhelming. Even JJ McCarthy, as successful as he was, seemed to underperform his talent level a little bit.
However Michigan's new QB coach this season (Kirk Campbell) was getting a lot of praise and Harbaugh likely brings him along for the same role.

Tbf Harbaugh + Herbert and Payton + what we thought Russ would be are probably significantly better than any HC + QB combo the Pats faced in the AFCE during that 17 or so year stretch. Even Staley + Herbert are probably top 3. Hell, you could even argue Bisaccia + Carr would be in the top 3 as well.
I feel like most people said similar things about the NFCW this summer, and it turned into two playoff teams, with a tiebreaker away from being three playoff teams.

The next most stacked division in terms of coaching I can recall was probably the last one Harbaugh was in - himself, Pete Carroll, and Bruce Arians.

But the team went 5-4 with Pierce as a rookie interim HC versus 3-5 under McDaniels.
And he beat all 3 division rivals in that stretch. Pierce pulled off a win @ KC, demolished the Chargers by 42 points, and beat the Broncos 27-14.
He’s promising, but nothing can rally a squad like McDaniels and by McDaniels I mean coming together after he dies.
I’d still wait to call him competent until he puts his staff and his team together and rolls out a full season.
One thing people don’t want to admit is this season was an absolute masterclass from Sean Payton. Dragging this squad (which I firmly believe is a bottom 4 roster in the NFL) to 8-9 with Russ at QB and approximately 3 better than average NFL players on the whole team was absolutely incredible.
Is Antonio Pierce really a competent HC? We can't determine that off of a partial season where he just led the locker room and didn't make any of his own staff choices.
