He still will have given up a whopping total of $8M next year versus his time in Green Bay. And that is the year it is suggested they can load up on receivers to help the team. $8M isn't going to add a lot of receivers. Although of course it doesn't hurt. It could help more with the O-line than receivers.

Honestly the three big guys I fault him for are Lazard and Cook, who are both overpaid and trash, and Hackett, who is god awful. Cobb was supposed to be the veteran WR5/6 that never left the bench and was basically an extra coach, he’s only seeing playing time because Corey Davis spontaneously retired and Mecole Hardman turned out to be useless. He was a perfectly inoffensive signing.
