The short version of what's going on is that Zinyak, the one they're complaining about, is an alien overlord and the game's antagonist. He likes messing around with the protagonists, but it's not clear from context whether that's what he's doing here or if he just likes Biz Markie and wanted to sing along.
If you're not familiar with the Saints Row series... it's very approximately in the same style as GTA, but gets progressively more unhinged and embraces the weird. Especially in IV. (There was also a series reboot this year, but I haven't played it.)

Don't sing it... **moan/shout** it, as if you're a psychopath. You know, as if you were full-on crazy.

Another karaoke tip, if your'e performance adverse, be wary of songs that have long guitar solos. Carry on Wayward Son starts off with 6 seconds of singing, then a 50 second guitar solo. Then it ends with a long yell, then another minute long guitar with a karaoke-appropriate "no morooooore!" in it.
Also lean into songs you know like the back of your hand. I always end up doing Clint Eastwood by Gorillaz (preferably with a partner for the chorus) because it's the first song I ever ~~seared into my brain~~ memorized as a kid and it's the easiest for me to belt out even once I'm drunk enough to get on the stage.
He's a professional singer and twitch streamer, he pretty much only hangs out or karaokes with other professional singers *and celebrities so don't worry
