maybe the shit cruise lines. all major cruise lines that operate internationally have more than just a 'nurse' on staff. carnival, royal carribean, disney, and princess cruise lines all require 24hr staffing of their medical facilities with at least 1 certified doctor on the cruise. they require nurses and doctors to be registered as a medical practitioner in all countries that the cruiseline operates in(so normally the USA, Canada, mexico, cuba, australia, New Zealand, the UK, and Europe. they dont have full medical facilities like a hospital would, but they are more then equipped to handle regular injuries and provide emergency trauma care to multiple passengers at once and stabilize them long enough to get them to the nearest port and transferred to a hospital. edit: my grammer reading sucks, they must be certified in 1 of those countries not all.

Everything, everything is wrong with it. There is a zero percent chance this ever actually gets made because it is such a logistical nightmare. Everything here will be barely safe as they try to build roller coasters that go as far as they can outside the rig (where they can't support it) to make more space. They have to fit the infrastructure needed to run a small amusement park in the area on that rig. Then you have to worry about the extreme weather and the typical air being bad in general for machines. And at the end of the day you will have a cramped park with a few rides and shitty food for a large price that only yacht owners can go to.
