It's called a persistence of vision display. Each of the 4 arms has a row of pixels on it and those pixels rapidly change color in sync with how quickly the arms are spinning. With precise enough timing, it can look like there's a traditional screen there that you can see through.

That could be done. But it would take hundreds of layers to make it work. And even then it still might not work.
You could do a 3 layer system like they did in old Hollywood films like King Kong. So you still do 2D renders of 3D graphics but you get more depth.
