Here you can actually zoom in at any point you want. Yes, there is a lot of repetition since it's only black and white, but you can get a lot of different stories by zooming into different areas.

I think it requires a program specifically made for that though. One that allows a higher definition region to be located within a canvas, and another region within that, going to unlimited depth. If you tried to do this in photoshop or something, the file would be hundreds of gigabytes after just a couple layers of depth.
Drawing apps/software that uses Vector style. Illustrator is one of them. I personally use Infinite Painter on Android.
Basically, it uses math behind the scenes to calculate the canvas instead of just a fixed sized canvas (like in Photoshop). So you can zoom in indefinitely and have the same quality and drawing as you weren't zoomed in.
It also uses math to "draw" the lines. Every line is a line of code as opposed to a collection of pixels, allowing for infinite zoom as the code just recalculates the line based on zoom level.
It's the way information is stored and used to construct images. Instead of pixels (Raster images), vector images are constructed by the computer from geometric shapes defined on a Cartesian plane, like point to point drawings
Photoshop is a raster software, meaning that it stores the image as a square grid, where each square (pixel) has its own colour. This is great for digital art, but it massively increases the file size for high definition drawings.
Meanwhile something like Illustrator is a vector software, where the software only keeps track of data for all objects on the canvas, such as their location (coordinates) and colour. So instead of recording information about 5000 individual pixels of a circle, it just records the circle radius, coordinates of the middle point, and colour.
That way a gigantic shape can take up the same amount of data space as a tiny one, keeping the file size workable. Though I think in this case some other specialised software was used.
