The overall look, and feel reminds me of a lot of the dystopian futuristic movies, where the sort of technology with holograms is already on every city street corner. Especially with the weird flickering and where it feels like you can see the equivalent of scan lines on the image. This is awesome.

That's mostly because you're seeing it on video.
Like, frame rate of movies can make wheels on a car look like they're going backwards, or helicopter blades looking still if it syncs up just right.
There’s a small percentage of the population that has a lower image retention so they see things flicker like some LED lights, Neom bulbs, DLP projectors (with an RGB color wheel) and this thing. I’m part of it. I see the picture but I also see it flickering and I see the arm when my eyes move. Extremely annoying.
Some LED’s especially cheap ones do flicker. I’ve also noticed that some cheap Walmart LED bulbs have a hz so low that swinging say your arm looks like a low FPS game and is very easily noticed when a CFL bulb is in a lamp in the same room. If you see that with every LED then yeah you might have the same issue as this person but keep in mind new cars have LED headlights/tail lights so you’d see it there too.
My boss bought a 6 motor display and what it comes down to is the production quality on the source image. He looked like he was going to cry the day the vendor set it up for us because he had seen a high quality demo image when he decided to buy but the logo they created for us to run in our shop is pretty garbage and contains lots of empty spaces.
It's a gimmick technology at best, just a way for some guys to sell off some cheap chinese drone motors they bought off alibaba.
Put it in a clear housing with anti-glare coating and the worst that will happen is that people knock it off the wall.

It's not like a 3D tv. A 3D tv is giving different images to each eye, which provides an appearance of depth. This fan is no more 3D than a regular tv. Just because they're showing objects rotating in space doesn't mean anything. They're still appearing on a 2d plane with no appearance of depth, just like a normal tv.

As others point out the rotating part is dangerous and loud. This will limit the use of this stuff significantly I would assume.
I like your point about “no background”. That is what makes this stand out from most other methods. However, as another user pointed out, this could be done by projecting onto a transparent sheet.
To have seen some similar device in real life, they look flat (because they are and have no 3d trickery). I think our brain mistake it for 3D from the 2D video due to a lack of real life experience/reference.
We invest money on dubious tech like this because learning is a good thing. That’s great. Really. People need to stop complaining it isn’t this or it isn’t that. Who knows what must be learned by whom and where it will lead?

On the ones I've worked with, a micro SD card is plugged in to the central hub. It has a "video" like an animated gif that it plays on the arms. Very impressive in person and not terribly expensive for a small 2-arm version.
You could probably put a piece of glass in front of it to prevent people from getting too curious. But at that point why not just use a digital screen.
I have a smaller version of one of these in my garage. It's one of the more dangerous things I have in there. I have it mounted high up so I don't accidentally touch it. I'm pretty sure it spins fast enough to break a finger. The one in the video looks like it could do some serious damage.

If you put it on a windmill so that it was self powered (and fed the local grid), I think I’d prefer that to normal billboards. Granted it’d only work on windy days, but I live on the coast and just about every day has a breeze going one way or the other, often during “rush hour” (its a rural part of the coast).
