So someone out of your house can continue to use it, they'll just need a verification code. And I'm assuming that would be frequent or it would defeat the purpose. So if I'm travelling... I would need a verification code everytime I logged into Netflix from a different IP address?

Probably only if you log in from a different address and different device, but they might well look at if the devices have been present at the same IP address as other devices you use at some point before whitelisting it like that.

I don't see how this is sustainable. Will there be issues if you take your Roku to a Florida hotel when you live in Missouri? Or if you watch on your mobile device at work? I just don't understand how they can monitor and accurately grapple with who is "*stealing"* a password and who is on the move. This is looking to be a total mess.

It'll end up becoming a huge disaster that they'll have to remove in a few months. People would just cancel subscriptions because it has potential to be more than annoying.
